General Assembly:

The General Assembly is the highest legislative and parliamentary body of the PCPD. It is responsible for enacting laws, legislation, and internal regulations, electing the Board of Directors, appointing the external audit firm, and electing the Monitoring Committee.

Board of Directors:

The Board of Directors serves as the supreme executive authority of the Centre. Composed of volunteers, it oversees the implementation of the annual plan and budget approved by the General Assembly and employs an executive management team to carry out day-to-day operations.

Monitoring Committee:

Elected by the General Assembly every two years, the Oversight Committee acts as the judicial body of the Centre. It monitors the work of the Board of Directors and intervenes to resolve disputes that the Board cannot settle.


Executive Management

First Level:

1. Executive Director

The Executive Director holds overall responsibility for the Centre’s administrative and financial affairs, donor relations, and staff management. This role collaborates with the Policy & Training Advisor to develop projects and reports. The Executive Director works directly with the Policy & Training Advisor, Chief Financial Officer (CFO), Program Coordinator, and Media Officer.

2. Policy & Training Advisor

The Policy & Training Advisor is responsible for policy development, training programs, and editorial quality. Key duties include conducting trainings, training other trainers (Training of Trainers), drafting project proposals and reports, serving as the organization's proof-reader, and arrange Board meetings. This position works in close alignment with the Executive Director and coordinates with the CFO and Program Coordinator. The advisor is also responsible for the ongoing oversight of all trainers.

Second Level:

1. Chief Financial Officer CFO

The CFO manages all financial operations, prepares financial reports, and serves as the primary liaison with the external audit firm. This role works closely with the Executive Director and Program Coordinator, and coordinates as needed with the Policy & Training Advisor.

2. Program Coordinator

The Program Coordinator is responsible for implementing the executive plan as directed by the Executive Director. This involves daily management and coordination with the Governorate Coordinators and project teams. The role requires regular contact with the Executive Director, Policy & Training Advisor, CFO, and Media Officer.

Third Level:

1. Media Officer

The Media Officer is responsible for documenting and promoting the Centre’s activities. Key duties include:

• Attending field activities to gather content.
• Writing and publishing news articles.
• Producing and publishing short films.
• Managing the Centre’s social media platforms.
• Training target groups in basic media skills.

This role works closely with the Executive Director, Program Coordinator, and the Policy & Training Advisor, who oversees the editorial quality, film editing, and overall service standards.

2. Governorate Coordinators

Four Governorate Coordinators report directly to the Program Coordinator and are responsible for all field operations within their assigned regions.

Key Responsibilities:

• Personnel Management: Overseeing trainees, facilitators, and project members within their governorate. This includes communication for training attendance, facilitator coordination, and project member follow-up.
• Project Coordination: Implementing and coordinating all Centre projects at the local level.
• Stakeholder Engagement: Liaising with representatives of institutions, political parties, and grassroots organizations to promote activities and invite target groups.
• Logistics & Finance: Securing venues, procuring stationery and hospitality items, and managing related invoices and receipts. All financial documentation is submitted to the Program Coordinator for review and forwarding to the Finance Department.
• Reporting: Preparing and submitting administrative reports to the Program Coordinator, who consolidates and reviews them for senior management.


Governorate Coordinator Assignments:

• Coordinator for Jenin and Tubas Governorates
• Coordinator for Nablus, Tulkarem, Qalqilya, and Salfit Governorates
• Coordinator for the Central Region (Jerusalem, Ramallah, and Jericho)
• Coordinator for the Southern Region (Hebron and Bethlehem)

Reporting Structure:

Each Governorate Coordinator supervises a team of part-time personnel, who report directly to them. This team consists of:

• Project Members
